Charles Woolley describes the area in 1915, ‘The scenes in all these Courts when palls of almost impenetrable black and yellow fog prevailed freely during spring, summer, autumn and winter, in the days prior to smoke abatment, were desolate in the extreme, and the were, all of them, most unsanitary, and, properly speaking, quite unfit for human habitation. It is notorious that fever and ailment were always rife in them. There were no active sanitary authorities then, and the population suffered accordingly’.
