One suggestion is that they are 'to be let out to single gentlemen as lodgings' and another for use by enterprising washer-women hanging the clothes to dry along the chains; 'A hundred shirts fluttering in the breeze, festooned with socks and illuminated by parti-coloured handkerchiefs, would present a picture gorgeous enough to remind one of the East.'From Punch magazine date 1845
